Yes, but it isn't the standard size extension cable. Dealer ordered in the standard size, and it was way too long. The next size shorter extension cable fits really well. If you get the 4" riser, make sure your dealer does its homework and orders in the correct length cables.
I love the risers. I like the stock handle bars, and the 4" bent-back riser gives me 2" more up and 2" more back. This position puts me in a relaxed arm extension position, and I have good control stop-to-stop of the handlebars. FYI: I have s 31" sleeve length.

So much goes into creating a bike that "feels" right--starting with "where" and "how" you ride. Besides the obvious accommodating physical characteristics, the interaction between the various components can rapidly change the feel of any one component. I like the stock handlebars that came on the Low Rider, but I didn't like where they were positioned relative to my arm length (reach) and height (prefer an upright sitting position). If you are going to the expense of replacing the stock handlebars, spend some time exploring what feels the best, not just looks right. I am sure that whatever you do, you will be much happier in the long-run if you get the right feel.
