Great call, That is the same problem as welding, it does not give movement for aligning the mounting hole on the Pillion or luggage rack.
the factory threaded insert isnt designed to move around either. a well nut will still have movement as its a rubber mount, but the rivnut will be more solid.

I am guessing that you mean that passenger pillion and luggage rack are interchanged 2 or 3 times a week.
That is A LOT of change out.
Most folks might be 6 times a year or less.
Perhaps changing from a nut configuration to a bolt configuration at fender would work for you.
Basically use the Harley-Davidson Seat Retaining Bolt Repair Kit or what you have now but use a stud instead of the included bolt with some orange thread locker on the STUD....then use a cap nut for the ON/OFF sequence
Does it hold tight, looks like when tightened it will expand the rubber, that may be the fix I am looking for
It's only holding a small solo seat on a Sporty. I don't know if I would trust it to hold a luggage rack. If you do use it, make sure the screw is not too long. You don't want it hitting the tire.
