Air vs Fuel

Air vs Fuel
I have 1997 Dyna Wide Glide. Rebuilt CV carb. 45 pilot jet and 180 main. Shimmed stock needle.
I bought a Ness Big Sucker stage 2 and added V&H short shots as well. My trouble is when I have the air filter on, I get sneezing almost right as I open the throttle. If I take filter off and just keep backing plate attached to cylinders, I have no sneezing in the same scenario. Does not having the filter and it not sneezing as I open thw throttle mean Im needing more air? Or am I throwing too much fuel? I have had black plugs throughout my quest to rejet correctly from 45/46 and 170, 175, 180 mains.
