Default Fuel Problems with 2001 Fxdwg

Hello,
So after all the lurking on the forums ive finally decided to make a post seeing as I am stumped on what is wrong with my Dyna.
So like the title says im having issues getting fuel to the carburetor Which is a Mikuni hsr42. I have eliminated the Vacuum petcock ,plugged necessary vacuum inlets on the carb, Drag specialties manual petcock, the gas cap vents properly, inline filter, and had the tank cleaned and relined recently. Long story short sometimes it will flow properly other times it will not flow ( i can see fuel filter fill). I recently put on a arlen ness big sucker air filter and removed the charcoal canister. The only part remaining from the canister assembly is the vent tube coming out of the Tank itself.
Any help or ideas would be greatly appreciated.

Get rid of the fuel filter and go from there... Make sure you do a flow test in the fuel delivery from the tank. Should follow 8 oz in 10 seconds. Or at the least 4 oz...
if all that is good then you need to check your float level. It's all in the FSM..

the canister had 3 ports. air/solenoid/fuel. the hose that was going to the tank must remain and be open as it allows the tank to breathe. you got rid of the solenoid?
unless you changed caps, it is not vented.
also, did tank liner plug the port?

I had a spare tank that i had relined that is functional, i have the hose that went from the tank to the charcoal canister attached to the tank still for venting/breathing. So if i removed the solenoid from the hose i need a different style of Cap?
