Default 97 Dyna running bad

It was running great, rode from north Al to Panama City Beach, the next day it cranked. Popped, sputtered unless I gave it plenty of gas, I figured it was a low idle jet, so I rode it home, called myself cleaning the stock carb, but it still ran the same way.
I bought a used S&S shorty, installed it and it still runs the same way. Any ideas?

I drained the tank, installed a new non vacuum operated Petcock, put the S&S short on and it does the same thing. I do not know what to do with the VOS,
it ran very good on the 400 miles home as long as I was on the throttle. Are there any electrical issues that can cause this?

Well it sort of sounds like an air leak and you have obviously swapped everything out.. If the problem still a leak, it would have to be the voes switch, petcock or related hoses. I'd also replace the plugs and check the plug wires and compression.

maybe a compression test to make sure there is not an in engine mechanical issue, quick and easy.

Maybe an electrical issue also...like cam sensor giving up the ghost....easy enough to remove the cover to do a visual check. The yellow/brown potting material starts to melt and ooze out when it's dying. YD
