detailing gloss black paint
I have a 2019 street glide special, there are some very fine scratches in the gloss black painted surfaces on the air cleaner cover and the primary cover. I have a Griot's DA polisher, chemical guys V36 and V38 polishes and some soft gray Griot's polishing pads that I can use, is it safe, is there a clear coat?

It's paint not powder coat, and it scratches easily. I used scratch-X on some spots and it left fine scratches in the finish, and I wanted to remove them. I went ahead and used Chemical Guys V36 and V38 with a soft gray Griot's polishing pad and got the scratches out, and it looks good. I took the air cleaner cover off because the tank got in the way, and I had to remove the shift levers, floor board and passenger peg to do the primary cover, so there's extra work to get clearance for the polisher, but it does produce a very nice finish.

I too have a '19 SGS (black) and I too have many fine scratches in the paint. I am not impressed with their paint. I believe all new paint systems include a clear coat. I also like Griot's products and have several of their polishes, waxes, etc. I like using their Perfecting and Correcting Polishes and generally apply both by hand and not their orbital polisher. Only because the areas are so small (with the exception of the front fairing).
To preserve the finish, they have come out with a new product - Ceramic 3-in-1 Wax. Easy on and easy off...protects the paint.

Typically - on line at Griotsgarage.com. They do have a very small presence at local Pep Boys, etc. They also have a number of how to videos, etc. Their products work as advertised. Some think they are expensive, but nonetheless, worth the money. They have a long list of products for cars, motorcycles, etc.

Some Griots products are very good, some I personally dint care for. Their new compounds and polishes are good, LSPs not so much. Im on my 2nd polisher with them. Does the job for what I need it for and lifetime guarantee. It doesn't compare to my Flex, but if your doing only your own vehicles its a real good machine
