Default Steering head bearing adjustment question

Going over the service manual instructions for adjusting the steering head bearings on my 2013 Street Bob and have a question.

Step 16 says to tighten the pinch bolts on the lower fork clamp, but I don't see to loosen them in any previous steps.

I assume this is a typo omission and the pinch bolts do need to be loosened before adjusting the bearings but I wanted to check to be sure.

Pinch bolts need to be loosened.

And I don't know if this is proper or not but I ignored the measurement step and eyeballed it. I knew roughly how it felt before I took it apart and replaced my bearings and guesstimated with my finger and a tape measurer that I was about in the 2-4" my bike calls for. I think once you tighten the stem nut down to the 80 ft-lb or whatever it will also tighten further a tad.
