I'm going to have it painted black because I am not a chrome *****. Any suggestions on doing the job right?

 

You will need to remove the chrome before you do anything. Personally, I would have it powder coated.

 

scuff it up with high grit sand paper, I'm currently painting a chrome oil cooler cover. Scuffed it with 150 grit and then 300, wiped it down with alcohol, and then spray paint with a decent paint. Did the same thing with my highway peg mounting brackets months ago and no problems, even with a fairly thin coat.
