The covers spin , and under the chrome cover there’s rubber that’s holding it on .

Search, removing that chrome dust cover on Google to be sure. You-Tube may have some Visual instructions on their site.
I believe those will pop right up and off the rubber dust boot with a little Light, Careful prying.

There was a notch or indentation on my lowers. I took a large flat head screwdriver, wrapped the tip with duct tape, then tapped the chrome caps off with a hammer.

I was going to try very hot water on a rag to Soften the rubber a little .
I was trying a nylon block and a rubber mallet but they are on there good .

Try adding some liquid soap to the water and try to spray it inside.
