I found my mags from a salvage parts wholesaler on ebay/facebook. AZ Cycle Parts LLC. You can always try facebook marketplace, ebay, craigslist, etc. But it will be hard to find a place doing dedicated sales of Harley OEM mag wheels.
I paid $250 per mag, for a set of 2014 low rider mags. These were from a totaled/wrecked bike, the wheels weren't bent or cracked, but I had to do some sanding on the front rim to remove some scratches. If you have the part number, you can technically order new ones, but they're in the $350 range for the lowrider mags if I remember correctly.

This wa the most affordable I could find. I have them on my 98 Fatboy... 5 years now and not one single issue...
