Same thing happened to me and it turned out to be the hose from the fuel pump in the tank to the fuel filter in the tank had split and so fuel pressure could not build up but just kept recycling it inside the tank. With most fuel removed from the tank, small flashlight, look inside the tank and turn on the run switch to energize the pump, and see if you see fuel spraying out somewhere.
If I read the OP right, he said it won't prime in run postion but does in the off postion. this sounds like a dead short in the wiring. or bad switch. I'd start with the switch.

To replace fuel line in the tank (it chafs against the tank inside) you have to buy the fuel pump also as they are one piece. That's what the stealer told me at the time. I don't know if that would be the case now.
Be prepared to spend a few dollars. It was around $300. Canadian a few years ago.
My bike had 20,000 kms on it at the time when it happened, the stealer said it is a common occurrence.
2006 Dyan Street Bob. I press the "run" button and listen for the fuel pump to start priming the engine...and it doesn't happen. When I press the "stop" button, it makes the noise like it's priming. Any ideas? The engine just cranks and cranks but will not turn over.
I checked the fuses
Has gas
Battery is good
Any help would be appreciated

This doesn't make sense because if the pump was bad it wouldn't work at all but you say it works in the off position or at least sounds like it's working. You haven't done anything with the wiring. I guess I'd start at the switch and work back.

My salesman suggested I not use the 'run/'off' button on the handlebar. Not sure why except that he opined that they have a tendency to go bad if you use them a lot. I put it down to over-cautious salesman. But he's been selling Harleys for over ten years, so I dunno.
Maybe if he did bars, grips or chrome switch covers or something that would require him to disassemble the handlebar switch cover, maybe a wire got pinched or pulled loose, or lost its connection. Even if it's been a while since he did it, maybe the wiring just now shorted out.
Whatever.
I'm with you, check the easiest and cheapest possibilities first. Too many times, peeps leap to a conclusion, fix something expensive and later find out it was a five dollar part.
Sounds like a bad fuel pump fuse or bad pump.
When the line in the tank has a hole in it, the pump will still prime
but you can hear the fuel squirting on the inside of the tank.
Never heard of the switch going bad.
He says he hasn't touched the bike yet.

Did you use the self diag on the bike?
