You could do either, wrinkle would match your engine and flat would match your tins. I'd probably go wrinkle though to tie in with the dash.

I would rather have it Gloss to tie in with all the powder coat. But, since I may be rattle canning, gloss...to me is allot harder to lay then flat to make it look nice and even.
But you may got me on that ripple. it is hard to lay the ripple ?
I've used the rustoleum textured black on both my old battery band and my old side mount plate bracket with good results. It's easy to use and comes out pretty nice. I've never done chrome though, but I would imagine as long as it's prepped good it should come out nice.
I used the Krylon wrinkle finish on my horn cover and air cleaner cover. Turned out pretty good and the wrinkle paint is pretty forgiving. I would much rather do that then gloss rattle can.
I've been painting alot of my chrome parts lately and I've been using the self etching primer with good results. My color of choice has been satin black. It is a much better match to the denim black than flat black and you don't have to have a smooth surface to paint like you do with gloss black.
it's easy to paint gloss black! Sand the chrome, use self etch primer. Then lay down regular primer, sand it smooth and paint the color. After color apply many coats of clear. once cured for a few days, sand to perfection with 1500-2000 grit and buff out. It will look like a mirror finish and hold up well. If you lay down the clear well, you may not even feel the need to color sand and buff out.
