I was more worried about the inspector, He should let it go if I bring him a beer lol
You 1st question is " is it legal ". Now you can probaly answer that by saying no. Now i asked my harley dealership about inspection. He said he passes them with vertical mount plates. He said its not right nor wrong but if you give the cop a reason to pull you over then he will. But in all his time he said you shouldnt have an issue unless you ask for it.

I read pa law and it saws nothing about horizontal or vertical, just visible from behind, but does that mean by it being on swingarm that a person can not see from the right lane? I agree about giving a cop a reason to pull us over. to make money on a ticket and possibly them selling it at auction if your a felon on the run.
