Neighbor had same issue, purchased aftermarket wheels through eBay, w/in a few months, 4 bolts sheared off, leaving one left just as he got home. Claims he heard 4 loud clanks when giving it some torque down the street, immediately letting off on the gas. Could be the bolts snapping... idk. I’m wondering if those reporting affected issue are purchasing aftermarket wheels... possible wheels are manufactured out of country where QA maybe little to “0”. Check specs with new screws for proper fitment before placing wheel on bike. If adding a new 3rd party rotor/sprocket, it may change fitment as well, may need different screws aside from HD specs since aftermarket wheel is from 3rd party along with sprocket. Plus the torque that rear wheel will endure from heavy shifting can only add to the dilemma.

I thought the HD Manual said to change these bolts every time you change the rear sprocket from the rear wheel (do the belt)

years ago i found the specs and bought a box of these bolts , tried to get wheel bearings, supplier said no

You don't need to remove the pulley for a belt change.

One more thing to check - did ride originally have a sprocket isolator (torque/shift dampener)? Could be missing link.

That does not change the fact that the pulley bolts should be replaced whenever they are removed, as specified in the service manual.
