I'll second what Joe said. He's done all my stuff from over 1000 miles away. His stuff is top notch and his pricing plus shipping was lower than what I found locally. As an added plus, he's a pretty good resource when you have a question about your bike.
As far as the IE or OC, I'm really not sure whats there. I've seen a lot of Joe's work (JRK), and its a cut above exceptional. I mean really good stuff.
If I need it done locally, I use Andrews in Chattsworth. Its going to be tough to find anyone as good as these two.
I've heard good things on Joe's work and am probably going to send my heat shields off to him someday when I can be without my bike for a while...
But there is a Powder Coater in Tememcula I've worked with that's reasonable and does great work. These are some stock Sportster wheels I had them do in Semi-gloss black. The wheels were 10 years old, pitted, looked like crap. When I got them back they looked better than new.

If you do end up going with Joe, I just sent my wheels to him from Arizona for 38 bucks, USPS. Seeing as how he is doing a two-color PC, no one in Phoenix does two-color PC, and everyone raves about him, I was sold.
