The instrument and lights fuses are powered by the power relay. Swap it out with one of the other relays and see...

Could it be the relay maybe leg 85 ?
Or is it possible that a ground to the electrical harness got fried along that line?
The relay seems more likely as mentioned above.

Like Dan said swap the stop lamp relay with the power relay and see if the Lights and Instrument fuses get 12V.

If not check the power relay base, should have 12V at 30 any time the battery is hooked up and CB is good, continuity with grd at 85 and 12V at 86 when ignition is on.

Thanks guys, have a wedding today will try this tomorrow and report back. Hopefully its as simple as a relay.

Alright guys reporting in. Nothing out of order and all tested as suggested. Even swapped the relays. Taking the dash off and headlamp out and starting to test harness there. Someone suggested maybe one half of the ignition switch got fried. Thanks to everyone thus far I do appreciate the help.

Another update. So I never tested the relay right behind the battery that is rubber mounted. The wiring diagram shows 3 not sure why there are 2 under the left panel and there is 1 under the right side cover. This one behind the battery seems to actually be the power relay and not the one under the right side cover. Well the one behind the battery is burnt to a crisp on pin/blade 87. I will replace tomorrow and update. I think I may have found my problem.

So the power relay was cooked. Replaced it and everything is now fine. Except the battery is now dead. Oh well. New one should be here Wednesday. Thanks everyone this place is a valuable resource and I really appreciate everyone's responses. Now to start posting about fixing my Springer. UGH.
