The problem ended up being the rectifier / regulator. After performing the amp draw test I found this issue. Of course the rectifier was as soft as a sponge on the back. It should be hard as hard wood.

the silicone controlled rectifiers in the VR shorted and allowed too much AC ripple on the line which you should have seen as the DC charging voltage too high or by reading any AC voltage on the line with the charging system operating...that will cook a battery muy pronto and can damage sensitive electronic systems.
