Default Stator, regulator & battery good, low volts at Batt

Have a 2001 ultra that won't show charge at battery of more than 12.75v while running at 3500 rpm. Battery is 6 months old and load tested good. Stator and rotor are 7 months old. Voltage reg. is new. Tested stator, shows 12v at idle 40v at 3500 rpm. Stator tests were all good other than 12v at idle.
When battery is fully charged volt gauge on bike shows 13.5 -14 at first while riding but after 2 hours shows only 12v. Tested batt. day after ride and it was at 12.5v went to 11.5 when started.
Replaced volt reg. but nothing changed.
checked grounds and everything is good including volt reg. ground.
Why can't I get the voltage at the battery ?

Go back to the stator and carry out a resistance check across the pins.
You should get approx 0.2 to 0.3 ohms pin to pin.
Also check each pin to ground. You should read infinity, or use a buzzer test if your meter has one.
Make sure to zero the meter for ohms check.

Everything checked out good. Just took it on an 800 miler and it never let me down but would show charge on gauge at 12v then the next day it would show 13-14v and back and forth like that for the whole trip. Going to recheck grounds.

It might be worth carrying your multi meter with you on your next ride or see if you can get the low voltage reading to exhibit itself in your garage.
Then as a comparison, use your meter across the battery and see if it shows the same reading as the gauge.
You may have a faulty volt gauge rather than an actual charging issue, or your wiring/ connectors to the gauge are compromised if the reading across the battery doesn't tally with the gauge when it's showing low voltage.
