Default '86 Softail - Lights & Accessories but no Ignition

Hi all - I have an '86 Softail out for a ride Friday, went to head out Sunday, turned on the ignition switch, run button and then start, nothing.
I changed the 6 terminal mechanical ignition switch (for reasons I won't get into here) and same thing.
I checked voltage as follows:
- battery terminals 12.4V
- Ignition switch turned to ignition - 12.1V
- Ignition switch turned to Lights - 12.1V (there is a jumper to have lights on at the ignition)
- Handlebar Run On - 11.99 V
- Handlebar Start On - 11.99 V
I discovered the ignition module under the seat was not secured and just lying there.
There are a few possibilities and am looking for advice/suggestions.
Circuit breaker - not sure how to test these
Short in the handlebar switch wiring - need to take off the tank I believe
Others? Suggestions?

I have been looking for a HD Service Manual for this bike, no luck
thx

You have no need to 'look' for an FSM, just visit your local dealer! If they don't have stock they can get one in for you. Hopefully once you have that you can diagnose the cause of your problems. Best of luck!

Make sure the battery is fully charged, then take it to an auto parts store and have it load tested.

Until you do this, you are wasting your time trying to troubleshoot.
