Not even clicks

i have a 97 fxdwg. Its not starting. Not even the dreaded starter clicks. I get 13V on the battery, almost 13V from the solenoid when I hit run. Dash lights are lit. All my switches are working. No issues with turn signals or lights. I've installed all brand new, or less than a few months old: Battery, starter relay, ignition coil, ignition module, ignition sensor, both battery cables and even new switch wiring for new bars. Removed the rear fender looked for torn wiring there. No fuses blown. I did the system checks w regulator and all, minus the tests using a running bike. Cleaned the hell out of the grounds and double checked all my connections. Still not even a tiny click. What am I missing?

What is the voltage at the battery posts (not cable terminals)?

What is the voltage at battery posts when the starter button is pressed?

That kind of answer is of no help, I have no idea what you mean.

We need to be on the same page...

12.75V. 12.75V while hit the start button

My 94 hasa small starter relay that closes when I hit the start button. I've replaced 2 within 6 months.
Mine's under the seat right side rear corner near battery, screwed to the frame.

Your voltage readings tell us that the starter motor is not getting any power.

The next thing to check is the voltage at each of the 4 wires in the start relay connector.

Leave the connector installed onto the relay, touch the volt meter positive probe to each wire terminal, if the back of the connector is sealed, you can slide the connector away from the relay just enough to access the tabs on the relay.

These voltage readings are taken while the starter button is pressed.

Green wire

Black/Red wire

Red/Black wire

Black Wire

I got readings of 9-10V when I hit the start on all wires except the black. 0 there. Had an old relay I swapped in and I got the same readings

I have discovered a blown fuse, the ignition one, far right as you look from left of the bike. Switched it out. Bike turns over but no start

How long has it been since this bike ran?
