The flow data only mean that the flow was tested at that lift. It's typically done without real valve springs and valve seals so the test can get any lift needed.
Last question in this receipt shows cc heads 10.9 ( compression point I assume) spring pressure 175# and set for 630 lift. Does this look right?
i have another sheet saying compression is 11.1???? Maybe head gasket swap?

I would say you are correct on the CR.. Generally when set it's ccs.. Going to a thinner HG can get you 0.2 on the CR easy.. 175 on the seat pressure is pretty typical.. Do the heads have the triple springs? IMO they are pretty good except that you need to use valve guides that take the smaller valve seals..
