I don't know about a bagger but I have an semi custom FXR that had a issue with braking exhaust studs for a while. While I was able to get away with drilling a straight hole, all I needed was a longer drill bit to get a straight shot so the drill chuck did not tangle with the downtube.

frame rail is directly in line with the bolt hole on the bagger in question. Long assed bits are cheap enough I may pick one up just for ***** and giggles. may not take as much needed movement that way as to clear the chuck on the drill
