Default Engine Decoder

Recently purchased a Frankenstein EVO Chopper. Frame is a rigid with only a 12 digit vin, SCDHP1511581(WTF) after a long internet search I came up empty handed on who the manufacture was. I was able to actually obtain a title and registration without issues, probably due to the fact it was previously titled in another state. safety inspection was a hassle due to the vin not being 17 digits but eventually came through. Now onto the engine block. Spent past few hours trying to decode the numbers., once again I'm getting nowhere. Number on block is *ELLH126607* Any help would be rad. thanks in advance Dave

A VIN that does not have 17 digits could be an issue if the bike is titled as 1981 or later.

Huh bought it with a PA title listing it as a 1999 Harley lol
