All the race seats are pressed into the case. The 89 vintage is known for cracking the case there. I think earlier and later cases had thicker castings. Also, if I recall, two other failure points are back by the oil pump and the head studs.
So, to fix? New cases, HD reman program, or MAYBE finding a good TIG welder to weld up what you have, then getting it bored and new races put in. Races may need to be custom made.

In ~'89-91, the steel insert that the bearing race sits in can come loose. The case is cast around the steel insert that holds the bearing race. In the early days, Harley probably did have a recall/replace program, but probably not now. Other than a material issue (steel into aluminum), I don't know if this happens to both stock or upgraded engine or riding style??
If yours is bad, I'm sure there are folks to can fix it, but 100% fix is getting new cases. So, are you just inquiring or you have a bad insert?

I wouldn`t spend much money for repair on `89 cases, you got your moneys worth out of them. You can probably get new cases from HD, if so, they will stamp them with the same serial number as your original cases (I think they require that you send them the part of the case with the number on it, that way they know the cases are out of circulation).
They weren`t recalled.
There is no Harley Re-manufacturing Program for Evo engines, so that is not an option.

If the case is still good and you just need a new sleeve Scott from Hillside Motorcycle and Machine will do it. He will Machine the case then make a new sleeve and mechanically secure it into the case. Not just a press fit. No matter how you look at it, repair or replace you gonna need new bearings. I believe it's around $900. He is currently doing mine because of a bad crank that shifted my sleeve.. his number is 315-495-6650 plus shipping.
