Default 2004 Harley Sportster 1200 c , head bolts

I see a small amount of oil at base of cyclinder heads, should I torque them ?

No you should ride it.
Oh and take the synthetic oil out and use dino oil.

If you are already using Mineral Oil then it is base gasket time but do it alone and don't ask any advice on this forum or they will make you spend all your money on "while you are in there you might as well..." stuff....stay focussed, do not deviate young Skywalker Lol!!!!:icon_t eeth:

If it's just a little oil, you can probably wait till winter...
