Default 1990 Ultra Classic Help Needed

Hello all,
I'm a newb to Harley's and have been lurking for awhile learning and trouble shooting as I go and thankful for all of the information.

I have a 1990 Electra Glide Ultra Classic that I'm in the process of replacing the top end gaskets and swapping out the Edelbrock carb for a Mikuni. Since I'm switching to a Mikuni, I'm not going to bother with using the cruise control and while I was going through the bike I discovered this broken fuse holder that connects from the black box bolted to the frame and ties into the harness running along the frame to the front of the bike.

My questions are,

Does anyone know what this fuse is for? I'm assuming it's for the cruise control.

Do I need it if I'm not using cruise control?

Also, the radio has been replaced with a new deck so I'm no longer using any of the controls or CB functions. The radio works fine with that fuse pulled.

One last question, does my bike have to be running for the turn signals to work? Thanks in advance.

Never mind, I'm pretty sure it's for my turn signals as they're not working now that the bike is running.

TSM module is strapped the the right fork tube,

Go here,http://www.harley-davidson.com/conte...n_US/home.html
hit on owners, then recall information and enter your vin

there was a safety recall on the TSM back then, if yours is still an open recall, you can still get it replaced.

I was mistaken and you guys are correct. I mounted and bolted down the gas tank and now the turn signals are working flawlessly, (I don't get it) but they're working and I'm not going to argue.

Since I'm not using CC, can I just ditch the entire system?

Just an update for future reference if anyone has the same issue. The red, fused wire is the power wire to the cruise control "brain". It is energized when the CC switch in the faring is turned on.
