I dunno who made them, but mt dad has those on his Road King. He is 73 and still riding this:

That road king was built for a Pitsburgh Steeler. My dad bought it as it sits.

The closest I could come was that they are probably RevTec, sold by Custom Chrome. They are not in any current catalog.
