It is difficult to obtain perspective without the ability to clarify area.
It would appear that there is a crack at the 2 o'clock position of first picture (down tube ?) and 6 o'clock position of what i guess is a second down tube.
The other picture makes it too difficult to grasp positioning but powder coat poping OFF from frame would be questionable.

Hate to pop the hope bubble you have going on but there are micro cracks where the weld seem transitions to the base metal, why the paint chips off the way it did. Frames been stressed or you have some serious vibration issues going on. Been down this road with many a shovel & older frame and the evo stuff is aging right up there with them now.
