Fork tubes. Condition thereof for good oil seal replacement?

Default Fork tubes. Condition thereof for good oil seal replacement?

My left fork is leaking oil. I replaced the oil seal last year for this reason and it seemed fixed ( a few hundred miles worth ) until recently. I have removed and disassembled the left leg and will replace seal and bushings.
My question is, how "pristine" need the fork tube be to not cause the fork oil to leak past the seal? Currently the tube has a couple of small scuffs on it and when held under the light, some fine scratches are visible. I am wondering if the fork tube may be the root of this issue. Or it could just be my reassembly I suppose. The right leg has similar scratches too, but does not leak.
This is a 39mm front end, from a 99 dyna sport (I was told), on my 83 FXR.

Wear in the chrome, nicks or scuffs can kill the seal. Use 40 grit emery and preferably a lathe (not essential) to smooth out any bad bits and the seal will last a lot longer.

Well thank you Spanners, that was the type of info I was hoping to hear.
I feel that I got very good advices on this forum and am grateful for the tips.

Bushings, seal replaced, oil filled, reassembled and no leaks after 30 miles.
Used 150 grit and hit the rough spots, gently.
So far so good.
