Default fuel from overflow tube

Any suggestions on what would cause fuel to drip from overflow tube on a 2001 xl1200c? It is a good amount coming out and I have just noticed it.

Gas tank vent is plugged.

Would the vent being pluged cause it to drip even when the bike is not running, but the fuel is on? A guy today told me he thinks the float is stuck or needs adjustment. If so is this a easy fix?
