Default Spark plug carbon fouling

I've got an 86 883 with an 89 CV carb, I've rebuilt the engine and the carb, replaced the ignition module and harness, timing plate and the coil(x2) and set the timing, replaced the starter valve (enricher valve), and it still carbon fouls the plugs not just the front one but both plugs, please someone help me before I go bankrupt in harley plugs

try a leaner slow jet or drop the jet needle down a notch
