Ok, I think after some work, I learned a little bit about MS Paint. I truly appreciate the help.

 

If you're using a PC, "Paint" is definitely the easiest way to go (as others have said). Just right-click on the image, select "Open With," then select "Paint." Once open, select "Resize" from the main menu bar. My phone takes giant pictures, so I've found that 28% works well for the forum. You'll have to experiment a little... It depends on the original resolution of the photo. Once resized, just hit "Save" and close it. All good.
