main page top blue banner for a Kara Eastman.... for Congress, paid for by the D party but doesnt give a location.

I'm not sure how any of this works (ads on computers or phones) but could the problem possibly be in some third party program unrelated to a particular website inserting it's influence? Like a particular browser or add on for a browser for example?

You are probably being targeted by that advertiser, you will probably see that ad on several website you go to.
