Default pulsating brakes

My 09 Ultra brakes are pulsating mostly front but the rear does too. I checked the run out on the rotors and they are minimal. The pads on the front are new. Any ideas?

They can sometimes do that if your rotors are dirty, have oil or other contaminates on them. Use a cleaner on each rotor - I use white spirit or similar, which evaporates off and leaves no residue.
