Harley Davidson - Certificate of Conformity
 
I'm shipping my Nightrain, and for the import on the other side they are asking that I get a Certificate of Conformity from Harley-Davidson.

They led me to believe that this is a standard specification sheet that the manufacturer hands out at no cost.

Does anyone here know who in Harley to contact for this?

Thanks very much for that - my Google skills aren't as good as I thought they were.

The form is filled in, now to find a place near me that can fax it off to H-D
If only they accepted email submittal !

if you have a scanner, or a way to edit the pdf file on your computer, i use faxzero http://faxzero.com/ to fax for free from your computer. saves running around trying to find someone with a fax machine, and then having to pay for it.

When I brought my US bike into Canada, I had to get a recall letter (Is that the "Letter of Conformity?). I bought the bike privately, went to a dealer (Sound HD) and they gave me the letter and the entire history of the bike free of charge.

I thought Certificate of Conformity had to do with a black tee, doo rag, fingerless gloves, & chaps. I guess I misunderstood. :icon_doh:

That's not too far off what my thoughts were, until I embarked on this cumbersome red tape exercise.

My application is with H-D now - my thoughts were why cant they use email instead of fax, then of course SPAM came to mind.

CONFORMITY OF VEHICLES
A certificate of ECE compliance or local origin is usually sufficient for individual imports. The requirements for vehicles are in general aligned with the applicable standards, regulations and directives of the EEC and ECE. Importers of foreign vehicles are strongly advised to consult NRCS to determine the specific requirements for their vehicle/s. This is essential for vehicles that originate in countries outside of Europe (e.g. Americas, Far East, Australasia).

Bet they are politely telling you you need a new motorcycle. How could you as an individual certify it or even a US Harley dealer do it for another country even if you put on it what they needed? All kinds of crazy stuff. Canada requires a dimmer stop light due to the darker less sunny days I guess. The Japan Harley has a different transmission.

Where are you shipping to? I could really save you a lot of hassle if you need to know stuff about importing to the UK.

I'm shipping it to South Africa, and my understanding from talking to folks in H-D, if I make the required changes to suit the EU spec. I then take it to the road-worthiness test centre for them to confirm that whatever was needed has been done.
Now to find out everything that I need to change, ....... I have the MPH/kmh speedo, and I've heard that one of the additional items is to pull the wires on the front indicators to disable the DLR lights.

Do you think that super quiet baffles for my V&H pipes will pass the inspection, or will it need the stock exhaust?

In two to three years from now I'll be taking it to the UK.

Good thing you are not importing it to Ca, you would need a latex glove rectal exam in addition to a certificate of conformity.

For mine I needed the COC which was £200 from my HD dealer. Then I had to change the headlamp and the speedo as I had a Kmh only, and a Europe dip lamp.

You need a certificate to say the headlamp and speedo are correct. You can either take the bike for a single vehicle type approval examination at one of a few test centres which will issue you with a certificate to be added to your COC which will then be enough to register it or;

You can have the headlamp and speedo checked by an approved motorcycle garage which is VAT registered and yearly inspection registered, and they will issue a letter to say they've checked those two things, and then you send the letter away to another Government Office who issue you with a certificate which goes with the COC to get it registered.

The second option is what I did, as I had V&H pipes, and I wasn't sure if it would pass the single vehicle type approval like that as they have no e mark, so are not legal as far as type approval goes, but they are legal as far as a yearly inspection goes, if they're not stupidly loud, and that is at the discretion of the individual at the garage testing it.

All in I think it cost me about £500 for the speedo and certificates (I got the headlamp for free) and 5 or 6 trips going back and forth to the DVLA office each time thinking I had everything I needed.

H-D South Africa (not dealer) has now contacted Johannesburg for advice on what I need to change to make it compliant.

I have the new H-D Daymaker headlamp - I wonder if that is EU compliant.

The combo speedo/tach with dual scale MPH/kmh will arrive this week and I'll install that.

I will then take it to a registered roadworthy test centre, but of course have the very loud V&H pipes seen in my sig.
I was looking at buying a set of stock pipes off eBay or possible wrap the baffles temporarily to get them quiet enough for the inspection - I guess the safest bet would be to get the stock pipes just for the test.

This is turning out to be a lot of hassle, but I must push on because I have personalised this bike, spent loads on it, and there's no ways I'd get it sold for a reasonable price in the middle of winter here.

Maybe I'm missing something here,you're exporting the bike to S.Africa and you are talking about making it EU compliant?I didn't know that S.A. had the same EU requirements.

The below is what they have posted on the South African National Regulator for Compulsory Regulations web site - It appears that their standard is the same and they accept the EU standard.
