What was involved in this "tune up" you just had? You didn't say what kind of tuner you have. Since it seems to coincide with your problem it might be worth looking into.
Octane Booster is bullshit. Spend the money on quality gas. Shell gives the best mileage of all the majors,got 1 1/2 mpg more, than premium with octane booster,when I dropped the 360 horse motor in the 1500 Ram. Not available up here,so Chevron gets the nod,sans ethanol,or the 94 octane in British Columbia. The Road King won't run on the cheap crap,hi comp pistons want a hotter mix. Not like you're saving a bundle,with only a 6 gallon tank,anyway.
As a "new guy" I'm not sure how to get you my address. Obviously, won't need any till Late Mar. But, I would love to try some. I use probably 3/4 gal. STA BIL every winter in all my small(?)engines. Including the Harley. Your offer is much appreciated. Thanks
I guess I need to clarify. The tune up was on my plow truck. 10 mpg with plow, 10 mpg without, 10 mpg pulling trailer, 10 mpg empty. Been that way for 10+ yrs. Now getting 6.5 mpg. That's with the small 8 cyl. My concern is, after the winter, I want Big Red to have the highest quality fuel I can shove down her orifice. P.S. I've tried non-ethynol 91 octane(maybe 15 gals) She wanted to puke it right back at me. You know women are kinda particular about what men try to put down their throat. Thanks
The 35% drop has more to do with ambient temps than it does octane here in Rochester. They do use a winter mix up here, but if you ran that winter mix in the dead of summer your mpg difference would be negligible.

If your bike doesn't want to run correctly on 91 Oct. there is something amiss in either the ECU or the overall tune of your bike. 90% of Harleys on the road have absolutely no problem whatsoever digesting 91 Oct. fuel. The other 10% have a large displacement motor and need more. As a matter of fact many many people have had 0 problems running 87 Oct. in their bikes for the entire life of the engine. 87 Oct. actually has more power per gallon than does 91 Oct.
