Some questions for the OP:

In theory, if the valve were in the frozen closed position, it would not allow fluid to flow to the caliper, giving a hard lever, and no brake control. But if what the OP said is correct, (I have never had to look at the fluid diagram) it only happens to one wheel, giving at least partial braking. The problem is its one complete unit, so is it the control module shorting, causing the valve to not operate or is it a mechanical failure and something causing the valve to fail.

I've seen a few other threads on this, but usually involving 2010 bikes. Mine is a 2015. Any problems with the Rushmores???

I called two of my local dealerships... neither one has heard of any HCU problems. Then I called Harley Davidson, they didn't really tell me much of anything but suggested I call a dealership local to me and have them pick up malfunctioning bike. They said they'd be happy to help my dealership diagnose the problems if they requested help.

are you having issues, too? or just calling to see what they said?

At least they said the dealer, would pick it up. the OP said he had to trailer it to them. That seems wrong to me, especially since he was a regular customer

I think that was just standard instructions for any kind of a brake problem... It was HD corporate, not the dealership.

IMO the bigger point was that I don't know if its as common an issue as the original poster would have me believe.

I've been repairing HDs for a real long time now, and this was the first I've ever heard of it. Thats why I had so many questions.
