Default Possible Bad Bearing ?

In my continuing quest to find out where the whistling I have on my 2016 RGU is coming from, I noticed some rust on the outer edge of the front wheel bearing case. Is some amount of rust on the outer edge normal ? Could the bearing possibly be bad after only 2,000 miles ?

I'm getting a high frequency whistling noise that is there with the clutch pulled in and coasting, nor does it change with speed. It slowly diminishes as I coast down to very low speed with the clutch pulled in. It's driving me crazy. I've swapped out the windshield with no effect on the whistling. It's very difficult to know exactly where the sound is coming from as it only does it once you are moving.

I have to bring the bike to the dealer for the clutch recall. If I have them check the front wheel bearing because of the rust, would they charge me if they find nothing wrong with the bearing ? I leave for a long trip October 5th and this stupid noise will drive me crazy. Also wouldn't be a good thing to have a bearing go bad during the run.

If it only happens with the clutch pulled in i would say inner primary bearing.
