Or should I say.. "production"?. This looks like a brand new CVO Ultra, with the new M8 114. What's your guesses on the purpose of these? Pre-production road testing?

Chrome everywhere, but rusty pipe plugs?

These leads run along the right side of the seat, and go into the underside of the Tour Pack:

Some odd looking couplings plugged into the exhaust:

Looks like narrow band 02 bung right at the exhaust port and wide band ones also. In the picture the narrow bands are in stalled .
Then in about the normal area the narrow band 02 senors are plugged off at the time.
Someone is messing around tuning both wide and narrow band for a closed loop.
That header would make switching back and forth easy.
The again it could just be some back yard project.

Emissions? Where did you come across this thing? does someone own this bike or is it a OEM pre prod unit?

The big bolts catch any broken internal parts, and keep them from landing on the road when the oil pump fails.

Looks like some emission testing going on with computer reading in the Tour Pack.

Looks to be set up for EGT with Thermocouple in exhaust for measuring exhaust temperatures. Used them on my Grand National in days past.

I'm in Milwaukee. Its entirely possible that it belongs to their product development folks. I think it was wearing a dealer plate.

One other small detail... the air filter housing looks like a stock piece on the 107, without the black inset badge. The heads say 114, but all the 114's I've seen so far use an open element oval set-up like this:
