Will an S&S air cleaner kit provide noticeble horsepower increase?

No air cleaner alone makes a noticeable difference, there will some gain but seat of the pants will not be able to tell.
You do look for a low end torque cam that starts making power in the 1700-2000 rpm range not the upper end like 3000, 90% of your real riding is done under 3500 rpm, get it where you actually use it.

slow jet ..!!!...(like there is such a thing!!!)
if you do open the air filter up ...from stock ...you may need to changed the slow jet up for a slightly larger one to cover any decel popping that may occur ...some stock jets where 42 ...then go to the 45....and then if it's a 45, may need a 48.. the jetting is really lean to start with ...this "may" add a little "feels like it has more power " ...
then if you do end up changing the jet ...dont use the choke very long after starting ...as now you will be adding more fuel and may foul the plugs.

My advice is to not do this one change at a time.
Figure out a budget, then call Scott at Hillside Cycle and see what he recommends.
Your 94 came with an EPA choked cam, so that's a good place to start. You'll also need to replace the inner cam bearing.
Beyond that, it all comes down to "speed costs money, how fast do you want to go?"

On my 94 I got a 1550 kit, SE mufflers and intake plus the previously mentioned Crane fireball cam. I got 75hp and 92 torque. I believe stock the hp is about 56 on a stock 1340 evo. I also have a S&S carb on it. The cam will definitely give you the best bang for the buck. After that, cubic inches. After that, heads and all the rest will give you incremental increases till you get where you want to go with it at a premium in cost for the increase every hp along the way, but a cam is where to start. That's the one you weill feeel the most. Have a plan for mods and stick to it as far as what you want to put in it. The more you can afford to do all at once the better you will be off in the long run. Less shop and down time and cheaper to do as much at one time as you can afford. I did everything mentioned in one shot.
