Best advice I can give you is to go to your local dealership and sit on a few of the smaller bikes and see which one fits you the best and go from there.

The seating height is listed under the specs on each bike at the HD web-site. Probably save a lot of time at the dealership if you know what to try first.

I saw a similar video of a guy around 5' who rode a BMW GS 1200. He would take off on the side of the bike and once momentum built up would throw his leg over, then stop the same way.

To the OP, just in case you can't find a bike that you can fit on or make fit, perhaps a trike? I know its not the same but may be an option for you.

Hello from San Diego!

The Softail line is the lowest seat you're gonna get. Not the lightest of the bunch but pretty low seat.

If you're not hellbent on a Harley, try the Honda VLX600. VERY low seat. Not much pep tho. There's other low-seat rice cruisers out there but that one comes to mind since I've owned it.

I was trying to think of some nonHD options as well. I know you can lower the new Triumph Modern Classics like the Bonneville and Street Twin but that wouldn't get you below 27". The Yamaha Bold and new Honda Rebel at both 27" at standard height and could probably be lowered some. The Kawasaki Vulcan S is at 27.8" but they have an ergo fit process that might help get you some clearance. Remember too it's not just how high the seat it but how wide the bike is at the waist that will determine what you can reach. There are also riding boots made by Daytona that give a little extra height. They are pricey and not all that good looking but would be fine under jeans. Good luck and I hope you find something you love.

OP-
Glad to see you understand that motorcycle fitment is a safety issue.
The "seat to ground" distance is only one thing for you.
There's control lever distance as well. This can be fixed with adjustable levers. (RSD makes some that offer an inch and a half adjustability) at the ball end.
Next will be a reduced reach brake pedal & shifter.
Also, you might try handle bars that "come to you." (Buckhorn style applies here.)

Your bike, whichever you choose needs to fit you.
Any bike needs to fit the rider for safe operation.

I hesitate to mention boots w/lifts for 1 reason. That reason is that the thicker sole makes it difficult to get your toe under the shifter for upshifts. They also raise your knees while on the pegs/floorboards. This can become uncomfortable after a few hours in the saddle.
