I've bought drove and sold one salvage tittle 4x4 here in S.D. with no issue, So I can't say any thing about that, Being a lucky recovering alcoholic (never hurt or killed any one), I'd be more concerned with innocent life than the additional hoops the guy has to jump threw,

We go to Coparts daily. It's sad to see the bikes that have been deemed salvage. Some have no more than a few scratches. Insurance Co's do not want to take on the liability to fix them.
Of course there are the ones that are mangled too.

I think someone should have a look at the "legit dealer" Any funny title business should not have got past them.

California DMV employs investigators who are fully sworn LEO's. It is their job to investigate and "put their work into it".
If a dealer sold a title washed vehicle without disclosing it to a buyer, that's a crime. Contact your DMV investigator.
if wisconsin dot were the ones that got bamboozled they should be the ones responsible for getting it righted. i can't understand why your friend is the one who has to jump through hoops. the dot needs to make it right.
Your friend can do the legwork & absorb the cost, or he can part the bike out.

Somewhere between these 2 responses is your answer. I rebuilt salvage vehicles in Illinois for many years. In Illinois,the sec of state handles titles for vehicles. Our secretary of state has field reps that go from dealer to dealer,handling title and registration problems daily. My advice is to go to a car or motorcycle dealer,and see if they can put you in touch with the proper persons to help you. I do know that Wisconsin seems to be much more lenient in these matters.
As far as I know, Wisconsin dealers can sell salvage vehicles to the public,in Illinois they can't. Illinois requires a Used Dealer license,AND a 'rebuilders license' at $1000 for each license,just to buy the vehicle to be rebuilt.
