Oh man, that sucks! I helped a friend of mine take some off his bike. We were riding and a plastic bag was flying on the road. When he passed by, it flew right into his pipe and melted into it instantly. When we got home, we used a hair dryer and a plastic razor blade to carefully scrape it off. It did come off, but you could tell in the paint sheen where we scrapped off. It wasn't very noticeable but if you looked closely you could see where we scrapped off as it was just a bit shinier.
If the pipes are powder coated or ceramic coated you could try acetone or mineral spirits to take it off. If it is regular paint such as high temp paint, you might take the paint off if you use chemicals.
