I think a fixit ticket may not do a lot to solve the problem as far as law enforcement goes. I think a common practice would be to put the stock exhaust back on for the CHP inspection. Then as soon as the violator gets home the after market pipes go back on. Original problem returns. Wouldn't work in the town where I live cops will keep track of you write you again and second time the fine gets expensive.

and that's why Ca law allows non-correctable mechanical violation tickets. To make repeat offenders or Adam Henry's pay a fine instead of correcting the problem.
and some LEO's will write "correctable only by the issuing officer" on the back of the ticket if they want to see what and how it was fixed
From the looks of things, a simple fix ticket has not been enough to get these people to comply.
Probably because they caught on to the fact that people would temporarily correct them to get the ticket to go away, then put them back to how they were.
As so many of these posts indicate, it probably is obnoxious riders rather than obnoxious pipes that are the problem. How smart do you have to be to know that acting stupid when in residential neighborhoods or in normally quiet places harms all motorcyclists, especially Harley riders?
I'd say there are no obnoxious pipes, only obnoxious riders. A little common sense and courtesy goes a long way.

I paid $100 for a pair of take off slip ons for my bike. I modified those and left the OEM's factory stock. And then the modifications to the the take offs were just enough to get some sound but not so much as to bother anyone.
