I've heard the Tennesee mountain air is comparable to the Chippewa falls air in Wisconsin, but as you move out into the great plains area torque values drop off until you hit the rockies.

Somewhere on Youtube I read a claim HD laid off engineers around 2010 when they ended Buell. Has anyone heard if they laid off engineers that worked on Harleys at that time as well?

Yes, in terms of power, comfort, handling, etc., subsequent years are better. Are the latest bikes as reliable as the EVO era? I doubt it.

Those are not quality metrics. None the less...power, comfort, handling, etc...have all increased since then.
Further “I doubt it”, is not a statistical metric.
As well, quality has nothing to do with the number of engineers you have, And unlike the the government, every fiscally responsible company has periodic layoffs, even if they are also hiring, it helps top bring in fresh blood, and the shareholders like it.
