maybe he wanted a tour pac and this one was free......and, who cares? his bike his money he can do what he wants.

A tour pak is designed to carry stuff, not be a fashion accessory. Doesnt mean you cant use it as a fashion accessory, and some people do. But if you want the utility only, this was likely a much cheaper option than the HD route.
