To get probation for theft, you have to get convicted. I would bet most thieves never appear in court again after they bail out. Bail forfeited, end of story.
In Ca, bail isn't needed after an arrest. Just sign a promise to appear.

What kinds of people steal these bikes? Regular thieves? Something organized?

Yah no offense but from what I understand this happened in a hotel parking lot during the night so sorry I have zero sympathy. The owner should've had a minimum of three locks on that bike - u-shaped lock, disc lock and chain lock. Parking your bike in a hotel parking lot without a u-shaped lock in the back, a disc lock in the front and a chain lock between both wheels and the frame is just plain stupid, bike week or no. Sorry, the owner deserved it for his stupidity.

How dare they park a bike in a motel parking lot?
How dare she wear a short skirt?
How dare they not put bars in every window?
They deserve what they get.
Just blame the victim.

Who the hell carries around a u-lock, a disk lock AND 12 feet of thick chain!?!

You forgot to add to the above that is YOUR opinion.

Not sure about FL, but in GA, if someone is stealing your bike, you have every right to shoot them.
