The regular Road Glide uses the 107.
Road Glide Special and Road Glide Ultra use the 114
CVO Road Glide uses the 117.
There is only three foot pounds of torque difference between the 114 and 117.
The CVO Road Glide does not have a tour pak but you can buy one on top of the already inflated price.
For comparison purposes, the CVO is best compared to the Special. The CVO is almost fifteen thousand dollars more than the special.
The CVO weighs 29 pounds more than the special. With only 3 foot pounds of torque more, the performance is likely to be similar.
So if you want a Road Glide, there is really four bikes you need to compare both features and price points, with the lowest one being $21,589 and the most expensive being $42,339.
IMHO, if you are getting a touring bike then that means you want something with storage capacity. The Road Glide Ultra is the only one that comes with a tour pak that is not an additional purchase. It is $27,689. Get them to add a quick detach kit to the Road Glide Ultra and you are good to go.

Bigger difference between the RG/ RGS and RGU is the Ultra is air, oil, and water cooled meaning you cannot remove the lower fairings since they are radiators, RGS and CVO RG are air and oil cooled only. Depending where you live you might not want lower fairings in the summer heat.

I agree 100%, the cvo line is way over priced for what it offers. Now if the paint was a one off, then maybe. However, I still would not do it, I'd buy the special and hire my own painter. Ymmv

The 114/117 M8 in my opinion is better than the 110. I currently own one of each. I have had CVO's with the 110, and still have one. I have just under 200,000 miles on the 110 engines. My current 110 is very built. I am on my 3rd CVO M8. I am right at 49K miles on the M8 engine. Stock to stock I will take the M8 every day. Heck the Stock M8 107 is very close to the stock 110 as for power.

The CVO road glide and Special road glide only weight a few pounds different on a scale. That said, if you were to race the two, the bike that wins would be the bike with the better rider if both are stock.
Which is better a CVO or a Special? Depends on what you want, and how long you keep the bike. For me the CVO is best, reason is I keep my traveling bike two years or so. I trade between 42,000 and 47,000 miles. I like having all the bling and features. I do not add much at all to the bike. You get nothing for what you add to a bike on trade or resale.
If I was keeping a bike, for many years, I may go special and make it truly mine, a one of a kind.
I bought my CVO king to build and Keep, as I wanted a 110th anniversary bike to go with my 100th anniversary fatboy
