I just checked my app tutorial on the Android phone. First question is, "Is your Bluetooth on?" Are running your phone on a WIFI signal? I would try a cell signal to do the download. Suggestion pull your headlight fuse, you'll thank me later, if you have a battery tender plug that in also.

Make sure your harley battery is fully charged. Keep it connected to tender.
I had similar priblem when battery ran down before FP3 could complete its processing. It takes a while.
Has your Sportster been previously tuned to other device. If so your ECM only recognizes that device.
Make sure both Run and Ignition switches are ON
