Default 2006 RKC passing lights

Thanks in advance for info provided. I come as a humbled man. Just purchased this 06 RKC with 7900 miles, getting familiar... The right passing light doesn't come on with the head lamp and left passing lights. First, all fuses good. I removed head lamp, the two grey/black stripe wires that power the left side and right side are in a two wire plug, feed plug has an orange that powers up with main switch on, that turns on left side, the right side feeder is black and grounded. Why is the black negative going to the power wire for right side passing light? Is there a relay that changes that to positive ? (PIC)
My toggle switches, left powers fender nose light. The right side switch comes out with orange wires going toward the back. Any chance that goes to a relay for right passing light? What am I missing here? Thanks, Mike

Grey wires are positive to lamps, but the grey that goes to the black is negative. Orange is positive.

Turn them on, then at the light see what you dont have, pos or neg....then start looking for what your missing. (Test light time)

did all of that, it's how I know the details listed in the post. The light that isn't working has negative ( ground) it's the black wire to the grey wire that I mentioned and took picture of. Black is typically negative, why is the factory running black to the positive feed of the bulb?

Shouldn't both passing lights work at same time? I've seen a fog light on right sides but both bulbs look the same, I don't see reason for them to run independently, therefore why wouldn't they just power both bulbs from that orange wire instead of running the black grounded wire to that connector pictured? Keep in mind both bulbs are grounded in their housing and the grey wires go to the bulb positive.
I could easily clip the grey from the black and splice into the hot wire but because it's factory wired like this, I'm assuming there's a bigger picture here.

Yes both lights should work at the same time

Appearantly who ever put the light on the front fender switch two plugs to the wrong feed. Surprised they weren't different to prevent that. Anyway, once I was told they both should be on at same time clued me to dig deeper and I found that other plug. Thanks, Mike
